Should we standardize how children's fall statistics are presented?

When data is presented as raw counts without context it can create an emotional response. The large number of emergency department visits and hospitalizations resulting from falls in playgrounds or sport/recreation activities may suggest a need to take action that creates barriers to physical activity. But, in reality, the numbers may be relatively small and the injuries not severe. With the increasing interest generated by the Outdoor Play Position Statement, is it prudent to consider the way fall injuries are contextualized so as to not create unnecessary barriers.
