Guidelines for when to take down a baby gate?

Hello Everyone

Does anyone have any guidelines on what age a family should take down the baby gate at the top of the stairs?  I have an inquiry from a family whos child is approching his 2nd birthday and he has already climbed over the baby gates in the house.  they are worried he will climb over and fall down stairs.  

Any advice on guidelines I can provide would be greatly appreciated!
