"Lens tool" to help address injury prevention using social policy

Hi Everyone - I am interested in finding a "lens tool" that will help me address injury prevention using social policy. I want something to help guide stakeholders in using elements of social policies to address injury prevention vs focusing soley individual behavioural efforts. Any links/ideas would be appreciated.
