Safety Gates for Metal Stairs

Does anyone know if/how to install safety gates on metal stairs.  Many of our families live in rental units with those metal stairs that were common in the 1970s. These stairs have widely spaced metal verticle balusters and metal hand railings and posts. Some of them also have open risers.  Does anyone have any suggestion on how to address these additional safety risks. Thanks!
